Of course. ALL civilized nations of the world (and even some "un-civilized" ones), all have a codified rule of law. This has been true since ancient civilizations to present.
When people immigrate, they bring their knowledge of former rules and laws with them. In the case of Colonial America, settlers were under British rule, so the colonists brought British rule and rules with them. If they were not from Britain, people were expected to adapt to British laws.
However, British colonists finally had enough of British taxes and revolted. When the colonists made their own government and laws, people were expected to adapt to the rules and laws of The United States of America. This remains true today. (And immigrants to other countries are expected to follow their laws.)
