They were two distinctly different devices and systems. Telegraph messages were sent over different wires using different equipment.
The proliferation of phone lines probably brought down the cost of sending a telegraph, since the lines COULD share the same poles - sort of how the advent of the internet, fiber-optic data traffic and cable TV have brought down the cost of landline phone calls.
However, in my opinion the telephone all but killed the telegraph as a means of communication. I can't remember the last time I spoke with anyone who had sent or received a telegraph message!
