They are not the same at all. The only similarity is that they are both rodents. Voles have larger heads and their ears and eyes are much smaller (their eyes are barely even visible!) Their tails are an inch long or shorter, they have short legs (to keep them low to protect themselves against predators) and they have different teeth. Voles target the garden more than any other rodent, and when interested in a plant, it will most certainly be doomed. They actually chew from the ROOT of the plant, so it will not recover.
Voles are bad climbers and will usually not enter homes, so no need to worry!
