No. You have a set of novelty coins made by a private company, by stamping the states' outlines onto normal circulation cents.
They sell for several dollars in hobby and curio shops, but they have no value to coin collectors.
Unless someone wants it, it's just a penny. The letters and outline of the state was not done by the U.S. Mint. Private company's add these and sell them as collectibles, but they have no numismatic value.
The outline of the state of NJ was added after minting. I have a frame on the wall of my study that has a penny for each state and the outline of each state has been put on each penny. It's a nice and pretty display, but the coins separately are only worth a penny. The entire state collection in a nice presentation would be worth maybe $40.00. You may find individual states in a coin dealer's misc. bin for a quarter apiece.
No U.S. cent was ever minted with any design or wording related to Florida. The only coin specifically featuring an image from FL is its state quarter. If you have a penny with "FL" on it or a tiny outline of the state, it's a privately-made novelty item with no value to a coin collector.
If it is a penny, then it has to be.

What type of symbol is it? Could be one of several novelty items or "collectables" made outside the mint from real US cents. There are a lot with a small JFK profile facing Lincoln, one with Lincoln smoking a pipe (I have no idea what that is supposed to represent), several "Bicentennial" coins made by adding an outline of the US or the Liberty Bell, and a series with each state's outline. The last was sold as a complete set along with a sheet of the 50-state postage stamps, but some sets have been broken up and spent for bubblegum. Or it could be just that someone had a punch and too much time on his hands.
