Because there were quite a number of people living in the Northwest Territories (more than the federal and territorial, or more properly, the provincial government of NWT could handle), the Canadian government decided to split up this large southern portion of the territories into two provinces: Alberta, and Saskatchewan. So Alberta didn't "join" the confederation, rather it was created. Alberta was never a country, nor did it exist before September 1, 1905.
