Laurier was Prime Minster when Alberta and Saskatchewan were established as provinces, but he did not have to convince them to join Canada. The two provinces were created out of the Northwest Territories; which was already Canadian territory.

Why did british Columbia became a part of Canada before Alberta and Saskatchewan?

Alberta and Saskatchewan, before being made into provinces, were a part of the Northwest Territories. Because there were quite a number of people living in the Northwest Territories (more than the federal and territorial, or more properly, the provincial government of NWT could handle), the Canadian government decided to split up this large southern portion of the territories into two provinces: Alberta, and Saskatchewan. So Alberta didn't "join" the confederation, rather it was created. Alberta was never a country, nor did it exist before September 1, 1905.

Why did Sir Wilfred Laurier leave office?

However, businessmen were afraid that local jobs and businesses would disappear.
