Well, I think there is nothing different because they both tell what the paragraph is going to talk about.

The purpose of a paragraph heading is so that the person will know what the paragraph is already about or some clues to let them know what it is about and topic sentences introduces the main idea of the paragraph. So it is basically the same thing
