To be a specialist, a veterinarian must be certified by the board that governs the speciality. Getting certified as a specialist involves several years of specialized experience/training during a residency after vet school along with meeting other requirements like being involved in research and having research findings published and passing a board examination. Each veterinary specialty academy sets it's own requirements for certification as a specialist. An easy way to tell if someone is truly a specialist would be that they would be called a "board certified specialist in X" or a Diplomat of a specialty organization. A vet with a "special interest" means a veterinarian who chooses to spend more time dealing with a specific area of veterinary medicine such as surgery, lameness, sports medicine, oncology, etc but who has not completed a residency, passed a board examination or met the other requirements required to be a board certified specialist in that area.
