It is alot quicker than HPLCs and GCs. It is also cheaper in that you do not have to use that much chemicals because the chemicals can get expensive. It is also simple. Paper chromatography is taught in the first organic class in college and many students catch on and understand quickly... I found it easy.

One pro is that it is very easy to do/not expensive so any could do it. But one con is that it is not very accurate compared to other chromatographies such as gas chromatography.

Paper Chromatography is a slow technique as compared to others. It is not sensitive as Thin Layer Chromatography. The components tend to streak out as the solvent reaches the front.
