Because there are still filtered out waster left in the body. If those filtered waste stays in your body, you will poison yourself and die. Dehydrated or not, you still have to get rid of waste. But the waste will be close to 100% waste, not water.

The body can only recycle a certain level of fluid. When dehydrated the body releases a hormone that tells the distal tubules in the nephrons of the kidneys to start reabsorbing water. The higher the levels the fast the reabsorbtion up to a point. Since the tubules are open all the way to the end they can't STOP water being removed, only slow it down by sucking up as mcuh as they can. Unfortunately the kidneys don't have millions of tiny corks to put in the end. Thus you keep peeing until dead.
