the only Birds of Prey with ear tufts are owls. im listing those i know that are in Europe...im not sure if they are in Asia.

Humm European owls ok. that's a lil toughy because out of the hundred and twenty something species hardly any are strictly nocturnal i think its less than 10.
but some examples you could used are
ural owl - noc. active + twilight
barn owl...not just found in Europe - noc. + twilight
boreal owl is noctural
European/eurasian eagle owl - noc. + twilight
common scops owl - noc. + twilight in breeding season
