NO. I had a 96 and it had drum brakes. I believe the rear disk brakes started in 1998 for the Blazers.
If yours has the rear disc then they all have them.

Assuming you mean an automatic? Yes - it's in the r/h side of the radiator tank.
1998 Chevy Blazers have all of the timing controlled by the oem computer. No adjustment is ever needed. If you want to make a change, it would require accessing the computer through the ALDL and re-mapping the chip. Very pricey.
