American cell phones do work in England as long as they are dual or tri-band handsets. Very cheap US cell phones do not generally work overseas.

Cheaper handsets from TMobile/AT&T are usually only dual band 850/1900 phones

You can purchase one in England. Prepaid handsets start from US$20 and usually if you buy from a car phone warehouse they do not have a SIM LOCK installed so you can use nearly any SIM card
This would depend on the phone. The UK and US use different systems for mobile phones but modern phones are designed to work under both systems.
The phone system in Europe and England is different than American cell phones. I don't think it will work to place a SIM card in an American cell phone. The last time I went overseas I had a Europe only phone that I had gotten for the trip.
