Yes. Of course. And be certain, if it wasn't absolutely required, or didn't have severe consequences for not doing so properly, then no one would do it. And all those people that have gone to jail..many very rich with oodles of high paid attornies...some attornies themselves...would not have that experience.

And of course..if it wasn't or there is some problem with the tens of thaousands of pages of tax laws of the type you suggest, the Congress would get together...like in a few hours after their Blacberries went off, and vote a correction law, and make it retroactive.

To be specific, the Federal income tax was imposed by that law known as the Revenue Act of 1913, which was enabled by the 16th Amendment to the US Constitution.
