It would have helped to know the name of the university. However, there are many colleges and universities that require the TOEFL for individuals whose first language is not English. If the school makes no mention of it, then I would assume they do not include this as a part of their admissions procedure. Now, many students attempt to bypass the TOEFL and do not indicate that English is not their first language if asked, and this will present problems for the student once they are admitted. I would suggest you contact the institution and inquire whether the school requires a TOEFL anyway, just to make sure. In the long run it will be much better, and you will be able to continue without interruption.
