Although many IchigoXRukia fans out there believe that they will end up together, and the fact because they are so close to each other, this question has no definite answer as of now.
There is no evidence that Rukia "loves/likes" Ichigo in that sense of manner, and the same goes for Ichigo. Yes, they are really close friends, and are nearly always seen together.
Unlike Orihime, whose feelings for Ichigo have already been revealed, Rukia shows no such feelings toward any of the main characters as of yet.
Perhaps maybe later in the future will this question be answered officially.
But for now.... the answer is: We do not know yet. For Bleach isn't even a complete series. The manga isn't finished either.

The creator of Ichigo Kurosaki(and the whole Bleach series, for that matter) is Tite Kubo, who also wrote Zombiepowder. Kubo states that Ichigo was created in order to serve as the direct opposite of Rukia Kuchiki. He has also stated that Ichigo and Orihime Inoue are the hardest characters to draw.
