Plasma is a state of matter in the same way that solids, liquids and gases are also states of matter. Plasma is found in fluorescent light bulbs and is used to generate images in a plasma television. So, a television has the same kind of plasma as a light bulb but applied in different ways.

A light-emitting diode (LED) does not emit light by a mechanism involving the creation of plasma.

In the LED, we see that a semiconductor will, under certain conditions, emit photons when electrons combine with holes in the semiconductor material. The emission of photons (light) is what the investigator would expect as the device produces illumination. But the mechanism by which this happens does not involve plasma physics.
