Definitely not. MP's are not subject to the same rules as Civil Servants, their employment is, obviously, neither subject to examinations nor "established", ie permanent, but their salary is linked to one of the higher Civil Service grades. MP's allowances are greatly superior to Civil Servants', largely because many of them have to maintain a home in their constituency as well as one in London, whereas a Civil Servant transferred into or out of London has to move his home.
