The way that this question is phrased seems to imply two problematic things; 1) that a person must be of a certain level of merit, sanity, or other qualification to live in Jerusalem and 2) Muslims as an entirety fail in such qualification. Nothing could be further from the truth.
Living in Jerusalem is not a privilege but a right. Every person who wishes to live in Jerusalem in peace has the right to live and work in the city. Everybody seeking the Divine has the right to pray in its sanctuaries. Muslims do both of these things in good measure in Jerusalem. Consequently, they represent over one third of all Jerusalemites.
The only Muslims who have been forcibly excluded from Jerusalem were those Palestinians who refused to live under the sovereignty of an Israeli government and are now bound to their decision to flee by successive Israeli administrations.
