Only if it has power steering. Most all cars these days do.
Check your car handbook. A light suggests fault in the power steering. Old cars required oil, so if it is an old car check the power steering oil, but new cars have electric power steering so could be the fuse or the sensor. In any case it needs attention and will not be safe to drive
I purchased a new Peugeot 106, Independence in March 2002 and it did not have power steering. I believe that power steering was introduced later in the year, so there are probably a mixture of 106 cars from 2002 with and without power steering.

As per the Formula 1 website 2012/08/04: " Power steering systems are allowed, but these must not be electronically controlled or powered. Four-wheel steering is forbidden. The car's steering wheel, steering column and steering rack all have to pass an FIA impact test."
Power steering can be fitted to almost any car, if not all cars. However, the cost of fitting it to a 10 year old vehicle is probably more that the value of the vehicle.
You can do it. I did it on my 1996 Saturn, but I did it while I was changing the engine. The new engine came with a power steering pump, so I also purchased a new power steering rack as well, and while I had the engine out I removed the old manual steering rack and put in the new one, connected the hoses, and voila, I had power steering. I'm not sure all cars are this easy, but my Saturn was. .

He owned a 1972 Datsun truck, and he claimed that it had power steering. His term for power steering is "It takes all the power you got just to steer it." My dad's 2001 Chevy Metro has no power steering, and is bare bones package. Just be careful that if your car does not have power steering, to remember that there are cars that do, and keep that in mind while you are going around a curve with that other car...

Yes all cars have a fuel filter.
On newer corsas the power steering is all Electronic so it doesn't need power steering fluid.
