Yes, only one of each category can be used per mafia member in a fight or robbery. However, the list of items used for attacking and being attacked is not the same (at less all your inventory happens to have the same attack and defense numbers).

The way fighting is structured now, you just attack anything and everything that is not grayed out and sooner or later you will ice someone (good for special missions). Even with higher attack numbers, you are rolling the dice on being the one whose attack takes them under 20 health, so just keep attacking the attack list.
