I don't own a lizard, but from my experiences with carnivorous pets and my research, I would feed him alive insects. Mainly crickets, moths, and meal worms. I'm not too sure if he'd eat dead ones... :)
Seagulls are scavengers; they are rats with wings, they eat anything and everything as long as it doesn't put up too much of a fight. As far as living birds are concerned they have been known to attack them if nearing their nests but not to kill them doesn't mean it hasn't happened though. A seagull will even attack a human if it feels threatened and in some cases will hold a grudge and keep attacking the same person. for a bird that can live up to ten years this can be quite a nuisance for the individual that harassed them or threatened their nest.
No. Some birds eat fish, some eat plants, and some hunt and eat meat (including other birds).

If you mean dead then some do but most insects are too small to eat small animals alive. If you include spiders though then there are some spiders large enough to eat small birds and mice.

Birds fall on the ground when they die, unless they die in their nest. But they are not often found by humans, because there are many insects and animals that will eat dead birds.
Birds eat all food sources, though individual birds do not use all the foods available. Some, such as crows and Blue jays, are generalists able to use a variety of foods, birds like eagles eat only meat, warblers only insects, and cardinals only seeds. Birds can eat seeds, insects, nectar, meat, berries, and plant material, depending on their physical adaptations to do so.
No. Aphids drink plant sap as their only food. The main insects that eat dead animals are maggots and ants.
Skinks will eat dead insects and live insects. They prefer to eat the live insects because they enjoy hunting and killing them.
