The right side is the gas cap. The left side "cap" is actually the fuel guage and does not come off.

One thing that happens in EVERY possible situation is that the bulb you unscrew is dark after you unscrew it. -- If the two bulbs are configured in either a series or a parallel arrangement and the power is off, then both bulbs are dark before you unscrew one, and nothing changes after. -- If the power is on and the two bulbs are configured in parallel, then the one you don't unscrew continues to glow after the other one is gone. -- If the power is on and the two bulbs are configured in series, then BOTH bulbs go out when you unscrew only one of them.

Both the Engine and Transmission plugs are the same and they can be used from approximately 1980's to present day 2012 models, using the popular SS 1/2"X20X1/2" thread size. 1999 low riders and all Sportsters don't have a drain plug because they have a tube to drain the oil.
Yes it will bolt right up but the difference is the 1995 is a throttle body injection fuel system. and the 1999 is a vortec witch is totaly different. Intakes and heads are different on both engines.
