Many people have endured traumatic events in their lives that could possibly cause them to bully others. Not to use this as an excuse for people to bully others, but a lot of time, there are personal reasons behind the bullying. Whether it be family problems, sexual or physical abuse, or some sort of traumatic even that occurred in their lives, there is typically more to the story. Also, when a person suffers from an inferiority complex, they tend to "step on others to make themselves higher." In this mentality, they feel better about themselves when others look worse than them.

This makes them think, If I have gotten bullied, it must be okay to bully someone else because I didn't stand up to the bully, so they won't either. That's where you (or the victim) comes in. The victim has got to prove the bully wrong by standing up to them instead of backing away. That will make the bully think, I guess bullying wasn't as fun or satisfying as I thought it would be.
So you or whoever the victim of bullying is should stand up to the bully so they'll never make the mistake ever again.
