Most bullies bully because they want to see a reaction. Keep a straight face and try not to react, then the bully will just get bored and most likely stop. (If not, then sorry. That's just what I've done.)
bulling need to stop
Actually only 1/50 of all people will actually stand up to bullies in my experience. I've been bullied countless times before, and no one ever helped me, not even my friends. Many people who stand up to bullies failed, and will be beat up, teased, or embarrassed. So if your are helped when you are bullied, be friends with the person who helped you( and succeeded to stop the bully). Not only it will stop bullies from bothering you, it will also be a very nice person to cheer you up.
Tell a teacher
you can tell an adult, teacher, or anyone that is an adult
Perhaps about 50%. It depends on whether the punishment actually helps the bullies understand what they are doing and why they are doing it. This is not always possible.

Stop inviting him to the family gatherings.
If possible, delete and block them. The same rule applies to real life bullies, that to ignore them is a good policy as most bullies like to see a reaction, and when they don't get one, they stop.
No. Video surveillance does not stop bullying. It can however be a useful tool in recording its existence. Bullies tend to lie about their activities.
There have always been bullies. There will always be bullies.
