If by period you mean when a human menstruates, then no cats do not have periods. Cats and most other mammals come into season, or heat which is a time where the female will be at her most fertile and be ready to mate. Cats go into heat roughly every 3-4 weeks. Cats do not have periods because they don't release an egg until after they mate.
Female cats do not have what you normally think of as menses. They do however emit hormone levels at certain times. This odor attracts the tom cat and she is receptive to mating. The cat has this cycle several times a year, lasting 4-6 days, depending on your climate and daylight. Warmer places have more cycles. The urine is stronger smelling and attracts male tom during this time. In colder climates cats mate during the late winter and early spring. That way the kittens are born when weather is good. As far as anyone knows, female cats screech and howl when they are in heat because they are calling for a male mate. Whether they screech and howl while in heat because they have cramps is any ordinary person's guess. If anyone knows of any scientific research done on this, please post it here.
My guess is that they probably don't get cramps. My reasoning: when a cat is in heat, does anyone see it quiver or shake in pain? I would think that the cat would show some indication of physical pain if it was suffering from menstrual cramps. Sure, they howl when they're in heat, but does that necessarily mean that they're in pain? No.
