I'm 10 years old myself, and I have learnt that computers can help me with getting my punctuation, and spelling right, it helps me with computers because today, there are lots of jobs that you need to be good at computers to do, right?
Kids also will think they are good because there are a several number of good games on the internet, so kids/ your kid will not be bored!
Second answer, no, because when you are on the internet nowadays, there are some rude popups that might come up, i have not seen any myself, because I only go on websites that I know are safe, if your child is young he probably wont know what is safe and what isn't safe, but you can put say a popup blocker, firewall, or parental control to find out what your child has been on.
So basically a computer is brilliant for a kid.

They probably will. The internet holds a wealth of information, and now kids can look up stuff on free encyclopedias with ease. While the average kid might not be one to be inside all day, reading an encyclopedia all day, Wikipedia is addicting and it makes things concise and clear, but admittedly it is sometimes too complex for those new to particular concepts. The internet makes things easier to learn, and children will grasp more complex concepts earlier on in their development.
If you're worried about, say, the amount of obscenity that exists on the internet (e.g. pornography, flaming), you really shouldn't be. I was grown up on the internet and I never stumbled upon that stuff.
If you're worried about, say, laziness and being too obsessed over the computer, that's admittedly a problem but that's more something that you kind of have to deal with. I always have said that the next generation is always smarter, but lazier too, than the last generation, and no doubt you were lazier than your parents when they grew up. But it's a natural sort of thing.
You must look at the reason why they need the computer. You also need to consider if they should be allowed a computer at their age. Personally I think that giving a child a computer is a good idea so long as they are not up to no good and they are using it for a constructive reason. They must also be aware that it is not a toy. As a parent you need to be responsible for applying the appropriate internet filters to prevent your child from going to inappropriate websites. Furthermore you must make sure that they do not spend their whole lives on the computer, they must have the correct balance between the computer and their social life.
It really depends on the kid. If you can turn learning into a game the child should enjoy it. Some children prefer interaction and some prefer the computer screen and keyboard.
