Depending on the circumstances, yes, computer users do have rights. There is supposed to be a certain amount of privacy, though that is under constant threat. People who create things on the computer have copyright protections. If you have problems online, you nearly always have the right to complain - though that might not always help.

In online forums and sites, users have what rights the sites give them. For instance, you have the right to use WikiAnswers for research and to contribute to the site in a reasonable manner. You are not allowed to use profanity, cyberbully others, post spam, or post anything that is not yours.
