No. Also, there is no such thing as a "bull cow." It's either a bull (an intact male bovine used for breeding) or a cow (a mature female bovine that has had at least two calves), but never a "bull cow."

Both have long and short horns. The real question here is not one of gender but more of breed. The gender does not necessarily mean it does or does not have horns; breeding does, meaning the father and mother determines who has horns. The breed of is what makes a difference, like the "Texas longhorn." These horns are the one that they mount on cadillacs. Herefords come in two types, one with and one without horns but are otherwise the same. The one without, is called "polled" or a common term used is muley.

For those breeds that are naturally polled, like Angus, Red Angus, Red Polled and British White, no. For other breeds like Shorthorn, Herefords, Charolais, Texas Longhorn, Corriente, Simmental, Charolais, Salers, Maine Anjou, etc., yes. There can be purebred cattle that are polled or horned that will be registered within a breed registry.
