All foods contain some sugar, so eating anything in general will not "bring down" sugar levels, since you are ingesting more sugar. However once blood sugar levels are controlled, sticking to a low sugars diet will help maintain a balanced blood sugar level. Green peppers, onions, garlic and mushrooms are all fairly low in sugars so should not cause any problems with your blood sugar levels.
Addendum:If you want to know the truth about glucose levels, ask a diabetic. That being said, a number of matters must be considered. Peppers and onions are vegetables, vegetables equal carbohydrates (which convert to glucose in the human body), and depending on the type or variety of mushroom and the preparation, carbohydrates could be a serious consideration.
