Since she isn't in town very often it takes a long time to get her to a Red Heart. But you can marry her. However, the game ends if you marry any of the girls from Mineral Town.

you don't. the only way to do it is to marry one of the mineral town girls(to get them yo have to have FoMT or MFoMT for GBA and put it into the ds) but if you do, the game will end and you have to start over (from your last save point).
