Yes... a vehicle with abs brakes will leave skid marks. Unfortunately they are not what you are used to seeing. They will appear faint and gaped (like a stone skipping across the water), the best way to view them are from a distance and close to the ground. Another way is to use polarized lens on a camera to take pictures. Abs skid marks will only last a day or tow on a lightly travelled road. Hope this answers your question. No. The speed of a vehicle at the time of braking can be estimated by measuring skid marks, but the absence of skid marks doesn't mean the vehicle wasn't moving. Speed can be estimated by a number of other methods.
