Umm... this is kind of a tough one, but here's my opinion.
Well... it's kind of yes and no, depends if she likes the guy or not. Yes, because it makes every girl feel good that she is wanted, and also no, because if she has no feelings what-so-ever or just not interested, it could be just plain annoying to her.
