Yes its because they are growing to become bigger.
They may hurt at times due to how quickly they are growing during puberty. It is nothing to worry about but if it is too much for you then speak with your mom as she may be able to help or take you to the doctors.

It sometimes develops during puberty for males. It may go away and it may not. It is often genetic, and there is a surgery for it but is not always necessary
