Girls prefer it if the boy askes them out. Also boys like it when girls ask them out.
Guys usually or always ask girls out first, especially since guys usually lead the relationship. The only time girls ask guys out is when they are totally confident the guy will say yes and is at peace with themselves... and unfortunately that usually is never the case. Its much better for guys to ask girls out because girls lose much more than guys when the person says no eg dignity etc., so yes, girls prefer it when guys ask them out.
When the guy asks the girl, he needs to say it in such a way that the girl understands that it's not a joke, otherwise the girl may say no thinking the guy is just joking.
Speaking from a guys perspective, most girls seem to prefer the guy to ask them out. But if a guy doesn't make the first move, it can be for a number of reasons, or the guy can feel intimidated or is scared of rejection. Also, in response to the answer above, I've been rejected multiple times and it lowered my self esteem tremendously, especially when you see the girl on a date the very next day. But I guess the grass is always greener on the other side.
