All fish need a filter. A Bowl is not suitable to keep any kind of fish in. The basic rules for keeping any kind of fish successfully are . :- 1 inch of fish needs at least 1 gallon of water. :- Every tank needs a permanently running cycled filter.(This converts the Ammonia that is created by all fish into Nitrate):- Every tank needs at least 50% of its water replaced every week.(This stops the build up of excess Nitrate) A heater/thermostat is also needed for guppies because they are tropical in their requirements and need to be kept at around 75F. If you stick to the above rules a fish will stand a chance of survival. If you miss out on any of the above I can guarantee that your fish will have health problems constantly and will die before it should.

Filters harbour millions of good bacteria that remove the waste and toxins in the water (ammonia and nitrites) - it turns these into nitrate which is not AS harmful to the fish. But High levels of nitrates can be harmful to fish - you remove nitrates by water changes.
If you have no filter, you have to constantly change the water to ensure the toxins are at a safe level. Keep in mind water changes above 50% can be harful to the fish.
