At night yes, but in the day no because the sunlight overpowers the headlights and high beam lights.

There should be no reason why you couldn't mount them there. Most states/provinces have a maximum height for headlights(simply for safety reasons-as to not blind the oncoming motorists) You will have to consider the adjustability factor like the OEM versions have and perhaps moisture, as most headlights sit in a protected bucket structure.

if you have auto dimming headlights, the highbeams dim to low beams due to an electric eye thingy that is mounted on the lower end of the rear view mirror. it detects a car with headlights coming or light reflected from a sign, and dims the lights so you dont blind the oncoming vehicle. i loved the feature and wish they still had it. it was most usefull on rural drives. if ya want tobypass it, cover the electric eye with black tape.

if it's a Canada model, it's the daytime running lights relay, if us model, then check headlamp relay located in underhood fuse box (also that's where drl relay is)
