No, especially when you don't have the room to have a horse in the first place. If you only have a small backyard in the middle of the suburbs and not a 5 or 10 acre acreage, or, even better, a 100 + acre farm, then you're better off with a dog.
Also, horses eat far more than a dog does, plus you will have to afford tack and other things so that you can exercise your horse regularly. Taking it out for an hour-long walk is fine, but you can't really do it like you can with your dog. Horses love to run, and if you can't give it ample opportunity to run, then a horse is not for you.

Horses do not make good pets. They are large, expensive to keep and when you go out of town, you have to have someone watch them. Horses are beast of burden and are excellent for showing & riding. But they are not good pets. Dogs and cats are good pets. Treating your horse like a pet and not a horse will result in a horse with problems.
