A quick way to tell how many electrons a given atom has is to consider its number of protons. All atoms are neutral, and electrons are of the opposite charge as protons, so every atom must have the same number of electrons as it does protons.

So how do we tell how many protons an atom has? Conveniently enough, that's what its atomic number is on the Periodic Table, so Hydrogen must have 1 proton and Oxygen must have 8.

Meaning that hydrogen and oxygen have 1 and 8 electrons respectively.

So, no. They don't have the same number of electrons.
