In most cases boys can not wear leggings. They might wear them for sports, but not other social situations.
Wearing leggings in everyday situations is currently done by women and girls. They have a smoother silhouette in the front, which does not present with a bulge. Also, society has evolved into a typical gender norm where females are the ones who may show their legs in tights or leggings. Both as fashion and for the appreciation of men. From a fashion history standpoint, women are in a tights as pants phase. They may wear leggings more freely. Its considered acceptable for their legs, hips and rears to be visible for fashion.
For men and boys, the expectation is they not wear leggings regularly. Their legs are not considered desirable in form fitting spandex as fashion. Their rears and bulges are viewed as indecent when on display. Men went through a tights as pants phase in fashion history. But now its women who occupy that role, so they currently wear the leggings.

∙ 13y agoI haven't seen any boys wearing leggings other than for playing sports and i think it's maybe best kept that way. If you are going to wear them make sure you wear something long on your top half so you're not showing off all your "manhood"!!

It would be awkward for a boy to wear leggings. Boys don’t usually wear leggings. Girls wear leggings and people might think he is dressing like a girl. Society is OK with a girl in leggings, but it no longer approves of boys in tights. Boys aren’t supposed to show off their legs, bottom and frontal area in tights unless they are doing Ballet or wearing a costume.

∙ 6y agoGuys can and do wear leggings. While it might not be such a usual sight for a guy to wear leggings out in town, it is very usual practice in certain sports for guys to wear leggings.
