No. The mileage depends on the car, the more expensive they are the more options they have. Some more expensive ones do get better milage but you can opt for more milage and less money by giving up some extras.
It is a difficult question because hybrids have the best gas mileage but typically are more expensive. Smaller cars that have better gas mileage are typically not as safe as larger cars. However, if you can get a good deal on a Toyota Prius, that is what I bought this year.
While they are not necessarily better, they do have pros such as greatly improved gas mileage, and lower efficiency. I would contact a dealership for more information.
