It does, you just don't notice, because it's unusual for a toilet to remain unflushed for long enough for the amount of evaporation to be easily visible. Check your toilet bowl after returning from a two-week vacation. The evaporation will be noticeable by then.
Most people wouldn't notice such a small change at all.
Because some people don't like the word 'toilet', and if it hasn't got a bath then it isn't really a bathroom either. If you have ever sat down in one after a long wait to get to it, then it can be 'restful', so it's a somewhat fitting word.
