Actually you tend to eat more when you work out, generally because you burn lots and lots of calories, depending on the workout and you body wants to replenish those calories, but if you're overweight and your working out then, you do tend to eat more but not as much to where your putting the weight back on, same with working out just to exercise and gain muscle, but don't worry if after working out a lot and your you step on a scale and gain a few pounds because muscle over 3x as much as fat does.

Yes and no. You see, "more" is all relative. If by "people who do less exercise" you're talking about people who aren't necessarily health conscious, then yes, there is a greater likelihood that these people's caloric intakes will be a higher ratio than their caloric output. However, because exercise burns energy, people who exercise more will also require more food to sustain their exercise habits. If you are exercising but not intentionally dieting (i.e. if you eat when you're hungry) then there's a good chance you'll consume more food than someone with a sedentary lifestyle, by virtue of the fact that your body will want more energy.
