At the present time, the minimum of a master's degree is required. However, it will soon become a doctorate.

That is true for new graduates, however there are current Physical Therapists who graduated before the Masters or Doctorate programs were available. From the APTA website:

Graduates possessing a professional baccalaureate, masters, certificate, or doctoral degree are currently licensed in the workforce.
