Yes, Piglets do have tails when born.

Myself i farm hogs and grain with my dad and we clip the tails and teeth one withing 24 hours of being born. this is to prevent the mothers/others from chewing on them and the teeth are clipped to prevent the piglets from biting into one another not to mention the farmers lol
