Police use dogs which have both extreme loyalty to their owners and obedience to every command. Many herding dogs are loyal to a fault but are used to doing what they want. They may defend their owner but they won't be trained how to beg. Much less find drugs! German Shepherds are often seen because they are malleable AND faithful, at the expense of their better judgement.
