No, of course not. Remote Play is where the PS3 is streaming data to the PSP, wirelessly, and receiving it via the same connection. It means you can play the PS3's stored music on the PSP for example, or play a game, the PS3 sending the audio and video to the PSP, and the PSP sending back control inputs.
Since the PS3 is the one doing all the work, it must be on for it to transmit any data to the PSP.
If an RCA Universal Remote's on-off light will not turn off and the remote is frozen, take the batteries out for a while. Then, put the batteries back in and try it. If it is still frozen, a new one might have to be purchased.
No. why do you think it charges? So you can take it off and pay the game! I'm pretty sure you can charge the remote WHILE playing the ps3 console/gaming system. ( ahem that answer at the top SHOULD say PLAY instead of pay thank you VERY much)

To program a Philco converter box using a universal remote while the box is off, first, ensure the universal remote is compatible with the converter box. Press and hold the "TV" or "Device" button on the remote until it lights up, then release it. Enter the code for the Philco converter box, which can usually be found in the remote's manual or online. Once the correct code is entered, the indicator light will turn off, and you can test the remote by turning the converter box on and checking if it responds to the remote commands.

First, hold down the unlock feature on your door and keep it held down. While holding down, turn ignition key over 2 times and turn off (dont start vehicle). The speed at which you do this is not important, but just turn to where radio will play and instrument panel lights up. After you have done this the unlock-lock will cycle on your doors automatically and the horn will sound. Now, you can let go of the unlock on door and Hold the Lock and Unlock function on the remote, Both at same time! Hold for 15 to 20 seconds until your doors cycle thru lock-unlock. They will do this automatically while you are holding both remote keys. Now, Turn the key over again and then off. This should set your remote to work. If this does not work, there may be a problem with the remote or you may have a remote not compatible with vehicle or even dead battery in remote. Hope this saves someone some time and money!
