It depends on the town, village, city, that owns the buses. Some places make them regulation to have entire buses full of seat belts, while some don't have any. Bus drivers usually have seat belts, being drivers.

Lap & shoulder (3-point) seat belts are best for school buses. They are like the ones that you find on most passenger vehicles. Compartmentalization (high-padded seat backs) is good for those students that aren't belted in, but the addition of lap & shoulder seat belts helps limit excursion and flailing. It also better protects students in side impacts and rollovers.

Well, i think that school busses don't have seat belts because the school trusts the bus driver to be safe. Also, the bus driver expects the children to stay in their seats. But some buses do have seat belts, and I bet thoes shools are very safe.
