In a region where slavery is legal (it is still legal in Mauritania, for example) then it is practiced openly. In a region where slavery is illegal, then if it is practiced, it is practiced in secret, to avoid legal problems. Sometimes slavery is simply given another name. One could argue that forced labor by prisoners is a form of slavery, although it is not considered slavery under US law, just part of the penal system.
