First off telepathic communications has to have a state of willing communications between both parties. At least an awarness by both. The government did use remote viewing for many years for military knowledge gathering and abanded it. I believe a company in So. Cal. still experiments with it. No.

Telepathy is a complex thing. Most government agencies don't hold much faith in its existence. If there where such experiments going on they would not be doing them on troops in combat areas (just in case things went wrong).

The stresses and dangers of combat are more than enough to have some of the survivors acting "changed". I would look to normal human reactions before I would look to the conspiracy theories to explain any such differences.
