Technically, on paper they do. However, it doesn't always work that way. If you are a temp worker, you have to complain through your agency, not the site management. If you make too many waves at the work site, they will ask your agency to not send you back. So trying to use the host company's harassment rules might actually get you barred from the site. So if you have problems, contact your agency supervisor, not the site supervisor.
